RMS 12-Pack Credit assigned to only 5 out of 11 devices

We purchased 12-Pack 12 month credit to activate RMS service on 11 devices. Only 5 devices were activated initially but now I cannot activate the remaining 6 devices because no available packs. Shouldn’t the 12-Pack cover service activation for all 11 devices?
