My RUTX11 shows as offline in RMS, and i wonder if anyone call tell me how to reboot it remotely. I do not have local access, only RMS, and the reboot section is greyed out

You have a few options to reboot your device (you can even set it up to do so periodically!)
The very first option is, as @Mike mentions, SMS messages; this, of course, requires the device to have a SIM card that supports SMS messages (your typical data SIM will not support SMS messages). After that, you can utilize the default SMS message list that we have in our Wiki: RUTX11 Mobile Utilities - Teltonika Networks Wiki
Another option (for the future) would be to set up Periodic Rebooting: RUTX11 Maintenance - Teltonika Networks Wiki
Rebooting through RMS is also an option, but for you, it is greyed out due to the fact that the device is currently offline in RMS.
Other options include having physical access to the device (power supply disconnecting, or pressing the reset for a few seconds).
