Need help identifying these packets

Hello.

We’re running a Teltonika server on TCP that can parse packets from Codec 8 and Codec 8 extended, including responses to GPRS commands.

Occasionally, we’re getting packets that don’t follow the Teltonika structure that I know, they’re not identification packets, data or responses to commands from the devices.

Packets such as:

Can someone identify what these packets are?
