L2TP over IPSEC PC multiple conection clien fail from same location

Hello
I configured TRB500 VPN as L2TP over IPsec PC - Teltonika Networks Wiki
everythink works fine, but if I want connect more than one client from same location it fails “The connection was terminated by the remote computer before it could be completed.”

Additionally, try this:

• Manually disconnect the first client, then attempt to connect with the second client. Does the second client connect successfully?
• Try connecting from another device.

If these steps don’t resolve the issue, please attach screenshots of your configuration, ensuring that sensitive information (such as public IP addresses and passwords) is hidden or censored.

everything sett as guide you mentioned
and every VPN client L2TP/IPsec are functional , also I got public IP
question is can I connect more than one client from same remote network simultaneously? I think there is IKEv1 limitation
