High Mobile Data Usage with RUT955 Mobile Connection in Standby

I finally got the opportunity to look into this issue once more, after re-enabling the mobile data connection on my RUT955, and can confirm that this issue still persists. Would appreciate any insights on this problem. My Hypothesis is still that even if the RUT955 is saying my Mobile WAN connection is on standby it is still doing some type of load sharing with my LAN based WAN connection. Just today when I was doing testing more than 9GB were consumed with the mobile WAN connection in standby.

Note: I have the Mobile WAN setup up only for failover and I have confirmed that the status is STANDBY. However, mobile data is still being consumed at a very high rate. Any help will be appreciated.
