Help constructing a message

Hi,

I’m trying to send a cert on the serial COM port outside of the teltonika software.

I can make sense of some of the bytes, but would appreciate some guidance on how to construct the full message, as there are a few bytes in the pre-amble that can make / break that message but i can’t decode it.

May I know how you send the CERT to the device through the serial COM?
Please explain the steps to verify if it is correct or not, and know the issue root
